The requirements of the CCPA for personal data management resemble the GDPR in many ways. However, one of the main differences is that the CCPA does not require businesses to obtain consent before collecting personal data. That is, the CCPA requirements could be satisfied with the opt-out Cookie Consent model, simply informing users that the website uses cookies, and saving them to the user's devices.
